II. 我们正在征集飞盘设计，任何当前手中有已经握有一个成熟图案的人都可以把握这个激动人心的机会来参与创作并感受今年的比赛。作品请于四月十六日前提交至chinaopen2010@zhongguofeipan.com。
III. 我们开始正式接收关于助金的申请。感兴趣人士，请于四月九日之前提交申请(中英文皆可)至Anthony Tao, anthonytao13@gmail.com，论述 1)为什么你的队伍需要财政支持，2)需要多少资金，3)对于在中国发展极限飞盘，你们已经做出了或者将要做出什么努力。 对于收到的请求，我们会尽力尽快帮忙，但是也请理解我们的资金也是有限的。助金旨在帮助那些否则就无法来参赛的玩家。队伍还是应该自己寻找资助先，不管是本地队伍资金，集资，或者赞助。
IV. 经历了几周的讨论之后，我们做出了关于外国人参加本届中国公开赛规则的决定，和去年相近。概括来说：
"中国国籍"的定义是
a. 大陆身份证，或
b. 香港身份证上的Three Star+AZ，或
c. 台湾护照
不清楚以上情况的或者不清楚自己情况的请在报名前联系我们。
即：不符合上述条件的即被视为"外国人"。
在任何时间，每支队伍的场上外国人数都应不超过2位。
外国人在全队比例不应超过30%。请参照下面的对照表(外国人/最少全队人数)

即：截至比赛日，报了名队员即被视为在名单内的队员。比赛日不符合70/30规定的队伍须主动减少一位(或适宜的数字)外国队员，从而符合70/30的规定。
特此声明，
a) 制定这些规则的目的是在帮助在各地社团内推广飞盘的同时保证公平性，这同比赛精神是一致的。违规队将被处以下判罚：
循环赛中参赛人数违规的队伍将被判0-13输掉比赛(对手13-0赢)，而在淘汰赛中将被自动取消比赛资格(对手直接晋级)；
b) 我们意识到一些可以被放宽处理的特殊情况可能会呈现。如果队长们对潜在队员的状况如有任何不清楚，我们强烈建议你立即和我们联系。希望一切在沟通和透明的情况下进行。在赛前直接的讨论终究比较好；一旦比赛开始了，我们将不会倾向于宽容处理。

Hey everyone,
Four orders of business.
I. A reminder that the early-registration deadline is in 17 days. Commit by April 9 and you will receive 50 RMB off your registration fee (each player will get a 50 kuai discount). Please emailchinaopen2010@zhongguofeipan.com or contact tournament director Jeff Orcutt,orcutt.jeff@gmail.com, who will tell you how to submit your payment.
II. We are seeking disc designs, and anyone with a ready-to-print design for China Open 2010 can participate in this exciting opportunity to shape the look and feel of this year's national tournament. Please submit to chinaopen2010@zhongguofeipan.com by April 16.
III. Scholarship applications are officially being accepted. Those interested should submit an essay (in English or Chinese) to Anthony Tao, anthonytao13@gmail.com, by April 9, stating 1) why your team needs financial assistance, 2) how much you would like, and 3) what efforts you have made or will make to promote Ultimate in China. We will try our best to accommodate as many requests as promptly as possible, but please bear with us because our funds are limited. The scholarship is intended for teams whose players absolutely cannot make the tournament without subsidization. Teams are encouraged to exhaust other avenues of funding first, whether that be local Ultimate community funds, fundraising or corporate sponsorships.
IV. After weeks of discussion, we’ve come to the decision that the rule regarding foreigners at China Open will remain more or less as it was last year. In summary (we'll have the following in the official players packet):
RULES REGARDING FOREIGNER PLAYERS AT CHINA OPEN 2010:
1. “Chinese National” will be defined as holding:
a. Mainland Chinese ID, or
b. Three Star + AZ on Hong Kong ID, or
c. Taiwan passport.
Those who are unsure what the above means or unsure of their status should contact us BEFORE REGISTERING.
Corollary: All those who do not meet the above requirements are considered “foreign.”
2. No team shall play more than two foreigners on the field on any given point.
3. The foreigner ratio on the roster shall not exceed 30 percent. Please consult the following chart (foreigners / minimum total roster size):

Corollary: Players are considered “on the roster” if they have registered in full by the day of the tournament. Teams that do not satisfy the 70/30 rule by game day must willfully disqualify one (or the appropriate number) of foreigners in order to meet the 70/30 requirement.
Let it be stated for the record that,
a) The purpose of these rules is to maintain fairness while promoting Ultimate at the local, community level, in accord with the Spirit of the Game. Violators of these rules will be punished duly:
Games played with ineligible players will count as 0-13 losses (13-0 win for opponent) during the round-robin phase and automatic disqualification during the elimination rounds (opponent advances to next round);
b) We understand that extenuating circumstances may present themselves. We STRONGLY ADVISE team captains to get in touch with us if there is any uncertainly over the status of potential players. We are aiming for communication and transparency here. It is always better to have discussions upfront and BEFORE the tournament; once games start we will be much less inclined to show leniency.
